  4. History of Child Protective Services Law

    Laws protecting animals from cruelty existed prior to laws protecting children from similar circumstances. In 1873, Etta Wheeler, a missionary working in the slums of New York, learned of a little girl who was being abused by her foster mother. Wheel was unable to get help from the police and childrens’ societies. She approached Henry Bergh, founder of the New York Society for the Prevention of Cruelty to Animals. Bergh used his influence to have Attorney Elbridge Gerry obtain a court order to remove the young child from the home. Eventually, the foster mother was convicted of assault.

    (basically, they had to argue the child was an animal to get the child rights). Interesting, no?
